How do you determine savings after having insulation blown into walls?

We at end-October, we had insulation blown into our walls. Based on our gas bill usage, we do not appear to be using less. Weather data does indicate this winter has been a little colder than last years.

What is the best way to measure whether or not our new insulation is generating savings?

If the weather is colder, you need to determine if you are using more gas than last year. Changes in the weather make it difficult to compare savings. Closest you will come is after a few months of monitoring the cost.
